Launching HPR in Canada (transport Canada)

The Aeronautics Act confers upon the Minister of Transport regulatory oversight of rocket launches in Canada. Sections 602.43, 602.44 and 602.45 of the Canadian Aviation Regulations (CARs) require the Minister to authorize all rocket launches, excepting those classified as models or those used in fireworks displays. The Canadian Launch Safety Office (CLSO) is the functional office that fulfills this obligation.

Technical Safety Review

With the prospect of legal EX activity in Canada, the pending Transport Canada recognition of Advanced HPR (AHPR), as well as the growing exposure of Rocketry in the public media, it is now appropriate for CAR/ACF to pro-actively introduce the Technical and Safety Review (TSR) for extreme HPR and Advanced HPR projects. These topics are new to CAR/ACF and deal with projects outside the strict definitions of Model and HPR rocketry. Typically these projects are highly unique, undefined and can only be dealt with on a case by case basis. It is only appropriate that CAR/ACF review them, much like L4 Certification projects, only more so.

It is important to note that this process is not intended to prevent any flier or group from flying their project, rather the intent is to ensure that all appropriate steps have been taken to make the project as safe as possible. This includes, for example, making sure that the proposed launch site is appropriate for the rocket; that the avionics area capable of controlling the flight in the event of an adverse condition; and that the flier (or team) has done the necessary planning and design work to ensure a stable and safe flight. This process is mandatory for any project:

  1. with a planned apogee of greater than 35,000 AGL;
  2. with a total installed impulse greater than 40,960 Ns (Adv HPR);

The process; the flyer or team prepares a document describing their project and submits it and a cover form to CAR/ACF HQ for review, at least 60 days prior to the planned flight date. CAR/ACF HQ reserves the right to require more time to approve a project should the project be incomplete or require changes. The process is described in detail below:

Flying RPAS / Drones / UAV at Launches 

In recognition of the increasing popularity of drones, officially known as Remotely Piloted Aircraft System (RPAS), this policy document has been created to aid Range Safety Officers, Launch Organizers, fliers and drone pilots in understanding where drones can be safely and legally flown with respect to CAR/ACF HPR rocket launches and active ranges.

There is a risk to operations, property and people when operating drones around people in general and when operating drones in conjunction with an active rocket range, the risk goes up significantly.

In short, drones are allowed to be operated at a CAR/ACF launch event at the discretion of the Launch RSO. If the RSO deems the risk to people and operations of drone flights anywhere in the launch and recovery areas, the RSO can deny a request to operate any drone.

In order to operate a drone at a CAR/ACF rocket launch event, the operator must have an Advanced Drone Pilot License.
